(a) There is hereby created, pursuant to the law of the State, a Parking Violations Bureau for the City.
(b) The jurisdiction of such Tallmadge Parking Violations Bureau shall include the handling of all parking violations occurring within the City limits, including parking infractions that are violations of Tallmadge ordinances and the Codified Ordinances; and such violations shall be deemed not to be considered a criminal offense for any purpose.
(c) In the event there be any difference between Ohio law and Tallmadge ordinances as pertains to the Parking Violations Bureau creation, duties, obligations or administration; or absence of provisions of Tallmadge ordinances as pertains thereto; then such shall be governed by all Ohio law applicable thereto.
(d) All Police Telecommunicators and the Police Department Records Clerk of the City are hereby appointed “Violations Clerk” as long as they are employed in such capacity. All such persons are hereby granted the authority and assigned the duties as are defined by State law including, but not limited to the collection of moneys, as otherwise provided. All appeals of decisions by Violations Clerk shall be made to the Chief of Police.
