(a) Public records as defined in Ohio R.C. 149.43 shall be made available for inspection to any person at all reasonable times during regular City business hours under such conditions that such inspection does not endanger the safety of the record or unreasonably interfere with the discharge of the duties of the person having custody of such records.
(b) The cost charged by the City for copying such public records shall not exceed the actual cost to the City without charge for labor or employee time.
(c) The Director of Administration shall determine on a yearly basis the actual costs to be charged for such copies and shall distribute to all City departments having custody of public records a schedule of such copying charges.
