925.07 AUTHORITY OF SERVICE DIRECTOR.
   (a)   The Service Director shall and is hereby empowered to make special provisions and variations in rate charges for those users of the City sewer system who do not discharge all or part of the water used on the premises into the sanitary sewer system as he may deem to be equitable in the individual circumstances.
   (b)   The Service Director is hereby empowered to increase the rates set forth in this chapter for sanitary sewage service in those instances wherein he determines that the flow into such sanitary sewer system contains total solids or has a bio-chemical oxygen demand in amounts measurably exceeding the amounts considered by him to be normal for sewage into the City or County system. The Service Director is hereby empowered to refuse to give sewer service in those instances where it is determined that the flow contains or may contain substances or a substance which is dangerous, deleterious, or otherwise of such nature that it may be capable of damaging or threatening City property or the health, safety, and welfare of the public.
   (c)   The Service Director is further empowered to increase charges to any particular sewage account where he may be so required to do so by the City of Akron and/or County of Summit under the terms of the sewage contract between the City and the City of Akron and/or County of Summit.
   (d)   The Service Director is hereby empowered to modify the utility billing system to provide for more frequent or shorter billing periods and to prorate the charges accordingly.
