The rates fixed by this Chapter shall be in full force and effect on and after the date on which any sewer service connection is made to the sanitary sewer system of the City, but the charge for less than three months use from such date to the end of the quarterly bill in a period shall be proportionately reduced for such first quarterly year of service.
