133.07 MAILBOX REPAIR/REPLACEMENT PROGRAM FOR SENIOR ADULTS AND DISABLED RESIDENTS.
   (a)   There is hereby created a Mailbox Repair/Replacement Program for Senior Adults and Disabled Residents (“Program”) in accordance with the following guidelines:
      (1)   The Program shall be operated through the Juvenile Division of the Tallmadge Police Department.
      (2)   A fee of one hundred fifty dollars ($150.00) shall be charged to each offender causing damage to a mailbox within the City. This fee shall be in addition to any other penalties imposed by the Juvenile Officer.
      (3)   Any owner of real property within the City of Tallmadge receiving Social Security benefits due to age or disability is eligible to apply for assistance in this program.
      (4)   A police report must be made to report the damage. At that time, the owner may request assistance in repairing or replacing the damaged mailbox.
      (5)   A release and/or waiver of liability, prepared by the Director of Law, must be executed.
      (6)   Police personnel will direct all request to the Juvenile Officer.
      (7)   A goal of this continuous program is to assist in maintaining U.S. mail service to the resident. If possible, the juvenile offenders participating in the weekly community service detail will perform the necessary work. If repairs or replacements are required sooner, the Juvenile Officer will coordinate the work through the department’s Auxiliary Officers or through the Director of Public Service.
      (8)   All additional rules necessary to implement this program shall be adopted by the Police Chief.
   (b)   All costs associated with this program shall be charged to the Juvenile Diversion Program.
