All permanent buildings in and upon the streets and shopping center driveways and parking areas within the City shall be numbered. Numbers shall be plainly printed, stamped, or painted upon the structure or a clearly visible device. Figures shall be no less than three inches in height and shall be plainly visible and legible from the streets, driveways, and parking areas upon which buildings abut.
