(a) Devices Required in New Construction. In all new construction of buildings or structures within the City, or any portion thereof, the owners or developers of the buildings or structures shall install automatic smoke detection and alarm devices or automatic smoke and heat detection devices to be located adjacent to all sleeping quarters and where specified by the City Fire Safety Inspector or the Chief Building and Zoning Official.
(b) Utilities, New Construction. Electric and telephone line service shall be located underground to all new commercial and industrial buildings.
(c) Utilities, Building Additions. Improvements and/or repairs to existing commercial and industrial buildings which include replacing the existing electric service, with an estimated construction cost exceeding fifty thousand dollars ($50,000), as indicated on the Building Permit, shall convert their existing service to underground electric and telephone service.
