(a) Adoption of the Residential Code of Ohio for One, Two and Three Family Dwellings, 2004 Edition, shall serve the purpose of providing minimum standards for the protection of life, limb, health, property, environment and for the safety and welfare of the consumer, general public and the owners and occupants of residential buildings regulated by this Code.
(b) The Residential Code of Ohio for One, Two and Three Family Dwellings, 2004 Edition, shall apply to the construction, prefabrication, alteration, repair, use, occupancy and maintenance of one, two or three family dwellings which are not constructed of industrialized units and their accessory structures.
