A. Initiative and referendum procedures shall be in accordance with the provisions of general law, except that all petitions relative to initiative and referendum shall be filed with the Clerk of Council. The Clerk of Council shall carry out all functions assigned by general law to city auditors relative to initiative and referendum procedures.
B. Before any issue relating to zoning shall be placed before the electorate by referendum or initiative, all administrative remedies set forth in the Zoning Code of the City shall be exhausted. (Enacted November 4, 1997.)
