The Mayor and Council may organize the administrative departments and establish duties and responsibilities by ordinance. Council may adopt ordinances which create, combine, or eliminate City departments and may establish temporary departments as needed for special assignments. The Mayor and Council may not interfere with the powers and duties granted by this Charter to other elected administrative officials.
