The Service Director is hereby designated as the Cemetery Sexton and as such shall perform the following duties and functions;
(a) He shall be in charge of the possession, management and control of the Cemetery grounds.
(b) He shall cause such grounds to be laid out in graves, lots, plots, avenues, paths and walks; and a plat thereof shall be permanetly retained in the Office of the Cemetery Clerk and the Director of Finance of the City.
(c) He shall direct all the improvements and embellishments of such grounds and lots and protect and preserve them.
(d) He shall prepare and maintain the "Rules and Regulations of Tallmadge Municipal Cemetery" which shall contain pertinent provisions of this Chapter and in addition thereto, he is duly authorized and directed to make such other rules and regulations that he deems necessary for the proper care, management, maintenance and protection of such burial grounds, stores and appurtenances thereon.
(e) He shall perform his duties subject to pertinent laws of the State.
(f) The Cemetery Sexton shall be in charge of and have complete supervision over all plantings or diggings; removal or placement of plants, trees, shrubbery or the like; lawn care; fill and removal of dirt therefrom.
(g) The Cemetery Sexton shall be in charge of and shall have complete supervision and control over the erection and placement of headstones, stones, markers or plaques.
