(a) The City shall pay the following costs as pertains to a water line improvement being assessed to property owners:
(1) Two percent (2%) of the total cost of the improvement, plus
(2) Cost of intersections, plus
(3) All costs attributable to the improvement for costs of such line in excess of eight inches.

(b) All water mains installed after January 1, 1989, shall have a minimum diameter of eight inches.
