929.04 SERVICE FEE; WATER PERMITS.
   (a)   Council finds it necessary to require centralized water service be obtained by any property owner in the future who intends to develop his property that may be served by the water line recently constructed in Springdale Drive to protect the health, safety and welfare of the residents.
   (b)   In addition to the normal required building permits to construct buildings on such lots fronting as above; it shall be required and it is a specific condition precedent to issuance of such building permits for such property owners to secure a service fee permit and to tap into such water line.
   (c)   In addition to the normal water tap-in fee charged by the City such property owner at the time of application for permits necessary to commence construction thereon shall secure a service fee permit for which payment of twenty-nine hundred dollars ($2,900) shall be required to be made to the City, in addition to all other fees and tap-in charge.

   (d)   (1)   The Service Director is hereby authorized to permit tap-ins for the Dunbar water line where it is determined by the City to be feasible from an engineering standpoint.
      (2)   The Service Director is hereby authorized and directed to require the payment of six hundred dollars ($600.00) service fee for each such authorized tap-in. This service fee of six hundred dollars ($600.00) will be in addition to the regular tap-in fee of that being charged by the City, all of which expense shall be borne by the individual applicant.
      (3)   All funds collected pursuant to this section shall be deposited to the Capital Improvements Fund of the Annual Appropriation.
