No person shall, by means of pipe or other communication laid in, through or upon a lot or parcel of land which is connected with any main or branch sewer, or for which a permit to connect therewith has been granted, drain any cellar, vault or building situated on property adjacent to or in the vicinity of such lot or land, except under a special permit therefor issued by the Service Director.
