The permit shall be issued upon the following conditions and failure to comply with any of such conditions shall be cause for revocation of such permit:
(a) Ditch enclosures shall be done according to specifications set by the City.
(b) The owners shall pay for all pipe, bands and a "T" for an inlet and all other material needed.
(c) A swale shall be constructed above the pipe for proper drainage.
(d) The City will determine the size and type of pipe to be installed and the size and type of all related appurtenances thereto that may be needed for such construction.
(e) The owner shall furnish any needed dirt or other material; but no pipe shall be covered until and unless the City inspects and approves of the same and the grade thereof. If there is ditching work in the area, the City will furnish some dirt if requested by owner.
(f) The owner shall complete the project within thirty days from the time the ditch is dug.
