909.02 SIDEWALK CONSTRUCTION AND REPAIRS; HANDICAPPED ACCESSIBILITY.
   (a)    All sidewalks constructed in the City shall be constructed or repaired in accordance with the plans and specifications of the Director of Public Service, and to his satisfaction and approval. Sidewalk plans and specifications shall be on file in the office of the Clerk of the City.
   (b)    All new curbs that are authorized by the City, and all existing curbs which are part of any reconstruction, shall have curb cuts built into the curb at each pedestrian crosswalk so that the sidewalk and street blend to a common level.
   (c)    The curb cut gradient shall not exceed one unit of height to twelve units of length. The curb cut shall be built with a nonslip surface, such as concrete with a broom finish texture. Such curb cuts shall be not less than four feet wide.
   (d)    Where a curb exists between a parking lot surface and a sidewalk surface, a curb cut shall be built into the curb so that the parking lot surface and the sidewalk blend to a common level.
   (e)    This section shall only apply to new construction and to alterations where sidewalks or curbs are being replaced or added.
