905.09 PETITIONS FOR PUBLIC IMPROVEMENTS.
   When a subscribed petition for public improvement pursuant to Ohio R.C. 726.06 is submitted by the owners of sixty percent (60%) of the front footage of property abutting a public right-of-way, no property owner may delete his or her signature except under the following conditions:
   (a)   Such request for deletion of signature from petition for public improvement must be submitted in writing to the Clerk of Council and signed by the property owner whose name appears on the petition, and;
   (b)   Such request for deletion of signature must be received by the Clerk of Council prior to the date of enactment of any legislation authorizing and directing the Safety Service Director to expend public funds for engineering studies, specifications, and tentative assessments for such project.
