905.06 METHOD OF OPENING STREET; TUNNELING.
   In opening any street or public way all materials for paving and ballasting must be removed with the least possible injury or loss of the same and, together with excavated material from the trench, must be placed where they will cause the least practicable inconvenience to the public. As little as possible of the trench shall be dug until the junction piece in the water or sewer line is found, unless it is first determined that a new opening into the line be made. Whenever the sides of the trenches will not stand perpendicular sheeting, braces must be used to prevent unnecessary caving, and in no case shall the work be done by tunneling, unless authorized and directed by the Service Director.
