Each member of Council shall have been a continuous resident and qualified elector of the City or of territory annexed thereto for at least one (1) year immediately prior to the date of his or her election and during the term of office. Ward Council members must reside in the ward they represent during the term of office. Members of Council shall not hold any other elective public office or employment which would be in conflict with the duties of Council member.
