721.03 EXEMPTIONS.
   (a)    No provision under this chapter shall be interpreted to require that the bona-fide owner and occupant of a single-family dwelling shall be registered who personally or with casual assistance performs work upon the premises occupied or to be occupied by the owner thereof as such owner's established residence. Such owner shall be issued a permit for the work providing he completes an affidavit stating that he is the owner, it is his residence, and he is qualified to perform the work.
   (b)   Employees of a public utilities company shall be exempt from this chapter for all work done on any public street, alley, court, lane or other public way and within any public right of way. Public utilities companies as used herein means a company organized and as defined in Ohio Revised Code Chapter 4933.
   (c)   Even though an exemption may apply, all work performed shall be done in conformity with the provisions of this chapter, the Building Code of the City, and the laws of the State. No work shall be done unless all required permits are obtained.
