No person, firm or corporation shall display for sale a used motor vehicle, boat or recreational vehicle except that such provision shall not apply in the following specific instances:
(a) One used motor vehicle, boat or recreational vehicle may be displayed for sale one time each calendar year for a period of time not to exceed two weeks if such motor vehicle, boat or recreational vehicle is titled in the name of occupant of property.
(b) Such used motor vehicles are displayed by duly and proper licensed automobile dealers and such display occurs in areas properly zoned to conduct such a business.
