SECTION 2.02 MANNER OF EXERCISE OF POWERS

All such powers shall be exercised in the manner prescribed in this Charter, or, if not prescribed herein, in such manner as the Council may determine by ordinance, or by the general laws of the State of Ohio in so much as they are not inconsistent with the provisions of this Charter or ordinances of the Council.
