Should the owner, lessee, agent or tenant having charge of the land fail to comply with the notice required by Section 555.04, the Director of Public Service shall cause such noxious weeds and rank vegetation to be cut and/or destroyed and may employ the necessary labor to perform the task. All expenses incurred shall, when approved by Council, be paid out of any money in the City Treasury not otherwise appropriated or all expenses incurred may be paid out of funds specifically appropriated for such purpose.
