Upon information that noxious weeds and/or rank vegetation are growing on land within the City and are about to spread or mature seeds, the Director of Public Service shall cause notice to be served, by publication, upon the owner, lessee, agent or tenant having charge of such lands that such noxious weeds and/or rank vegetation are a nuisance and shall be cut and destroyed within ten days after the date of publication of such notice. Such notice shall be given by publication in a newspaper of general circulation within the City and shall be sufficient if addressed generally to all such owners and persons.
