§ 95.12 DUTY TO KEEP SIDEWALKS IN REPAIR AND FREE FROM OBSTRUCTION; AND FIRE HYDRANTS FREE FROM OBSTRUCTION.
   No person who is the owner or occupant of any residential, commercial or industrial property or of any unoccupied or unimproved property abutting upon a public sidewalk or fire hydrant shall fail to clear such sidewalk or fire hydrant of snow, ice, dirt or any other debris within 24 hours of its accumulation. No owner or occupant of land abutting a public sidewalk shall fail to keep the sidewalk in repair and free from obstructions, including encroachments by bushes, trees and other living plants. No owner or occupant of land abutting a public fire hydrant shall fail to keep the fire hydrant free from obstructions, including encroachments by bushes, trees and other living plants.
