The rates and charges established by § 51.161 shall take effect for the month beginning January 1, 1980 and thereafter shall be billed become payable as provided in § 51.167. The Village Council is hereby authorized to make such adjustments as it may deem equitable or necessary with respect to the amount of charges to any premises made for the first bill period after January 1, 1980, in order to reflect the proper determination as to the volume of water used during the period in accordance with § 51.164.
