Charges shall constitute a lien upon the property served by such connection, and if not paid within 90 days shall be certified to the Fulton County Auditor and shall be collected in the same manner as other village taxes. The village shall have the right in the event of nonpayment to discontinue water service to such premises until the unpaid charges have been fully paid.
