It shall be a minor misdemeanor for the owner of any property abutting upon any public sewer, or which is drained or may be drained by any public sewer, to construct, cause or suffer to be constructed from his or her property or any part thereof any drain or sewer to connect with any public sewer unless there is provided for an attached to the drain or sewer a good and sufficient trap.
