The admission into the public sewers of any waters or wastes having a five-day BOD in excess of normal sewage shall be subject to the review and approval of the Village Administrator. When necessary, in the opinion of the Village Administrator, such preliminary treatment facilities as may be needed to control the quantities and rates of discharges or reduce objectionable characteristics or constituents shall be constructed according to plans approved by the Village Administrator.
