The Village Administrator shall make and enforce rules and regulations, subject to approval of Council, establishing the types and characteristics of sanitary sewage and industrial wastes, and other matter not specifically covered in this chapter which shall not be discharged into the village sewerage system, and the types and characteristics of sanitary sewage and industrial wastes admissible to the village sewerage system only after pretreatment. Such rules and regulations shall be subject to appeal to Council, which shall appoint three reputable and qualified persons to investigate the appeal and agree to affirm or reject the ruling of the Village Administrator.
