Containers to be used for the collection of garbage and refuse from non-residential premises shall be tightly-covered metal or other non-corrodible, water-tight containers. Mobile garbage and refuse containers required to be left at curb side shall be placed at curbside no earlier than 7:00 p.m. on the day preceding the day on which collection is scheduled, and shall be removed from curb side no later than 7:00 p.m. on the day of collection.
