Within the village, all owners and occupiers of non-residential structures, multi-family structures of four or more dwelling units and mobile or manufactured homes in non-participation licensed manufactured home parks shall provide for the collection and disposal of accumulations of garbage and refuse, recyclable material and compostable material regularly and systematically, at least once every 14 days, by a refuse collector licensed by the village pursuant to § 51.02(B) of this chapter.
