All recycling bins shall remain the property of the village shall be registered to the property on which the dwelling unit is located, and shall not be removed from said property without the written consent of the Board of Trustees of the village. Should any property provided with residential collection services under this chapter be sold, the recycling bin assigned to said property shall remain there and responsibility for it shall transfer to the new owner.
