Within the village, all owners and occupiers of residential structures of one, two or three dwelling units, including mobile or manufactured homes on private lots, and mobile or manufactured homes in participating mobile home parks shall provide for the collection and disposal of accumulations of refuse, recyclable material or yard waste at least once every 14 days, by the refuse collector licensed by the village, pursuant to § 51.02(A) of this chapter, and in the manner provided for in this chapter.
