It shall be unlawful to deposit or permit to fall from any vehicle any refuse, yard waste or recyclable material on any public street or alley in the village; provided that, this section shall not be construed to prohibit placing refuse, recyclable material and yard waste, as herein defined, in a container complying with the provisions of this chapter preparatory to having such refuse, recyclable material and yard waste collected and disposed of in the manner provided in § 51.52 of this chapter.
