The Utilities Superintendent or duly authorized agent shall use every means available to identify all potential sources of chemical or microbiological contamination within the well-head protection area. He or she shall have the authority to enter upon the property of any resident of the municipality, and upon any property located within the municipality, or within one mile of the corporate limits of the municipality, or within one-fourth mile of any municipal well of the municipality for the purpose of inspection to identify potential sources of chemical or microbiological contamination of the municipal water supply. All persons shall cooperate with the Utilities Superintendent or his or her duly authorized agent by providing answers to questionnaires or surveys. Failure by any person to respond to a survey or questionnaire from the Utilities Superintendent or his or her duly authorized agent attempting to identify sources of chemical or microbiological contamination shall be deemed to be a violation of this section.
