(A) The solicitation for sales of goods or services by for-profit corporations, partnerships and/or individuals upon county owned property or that property leased by or controlled by the county is hereby prohibited.
(B) The following acts are declared to be in violation of this section, but such enumeration shall not be deemed to be exclusive:
(1) The display of goods or services for sale to the general public or to county employees on county owned property, including office buildings, parking lots, unimproved parcels and upon any real property which the county is in rightful possession of as a result of an oral or written lease agreement;
(2) The canvassing or solicitation of orders for the sale of goods and/or services on county owned property, including office buildings, places of assembly and both improved and unimproved real estate; and
(3) Begging or otherwise canvassing the public upon county owned property for contributions for the private benefit of the solicitor.

The following activities are exempt from the provisions of this chapter:
(A) Advertisements in wireless, print or photographic medium generally available to the public, but this exception shall not permit solicitation by distribution of leaflets on county property;
(B) Commercial sales of supplies and office equipment to the County Purchasing Agent or, as permitted, to a department head, the Register of Deeds or the Sheriff, or the designated agent of those individuals. Further, nothing shall prohibit the demonstration of office supplies and/or office equipment by commercial sales representative at the request of the County Purchasing Agent, a department head, the Register of Deeds, the Sheriff or their designated agents;
(C) This section shall not apply to vending sales upon county owned property where the owner or rightful possessor of a vending machine or device has received oral or written approval by contract or lease for placement from the County Manager, or the County Purchasing Agent, for county owned offices, buildings, places of assembly and other real estate or from the Register of Deeds or the Sheriff, for their offices, respectively;
(D) This section shall not apply to the purchase or sale of goods determined to be “surplus” by the County Commissioners, to the purchase or sale of copies, maps or other archived information which is available to the public from any county office or agency in the ordinary course of that department’s business or affairs;
(E) This section shall not apply to court ordered or judicial sales or to the levy of fines, the payment of court costs, the collection of inspection fees or the delivery of medicine or medical services in any county or state office in that office’s ordinary course of business; and
(F) Solicitation by non-profit charities with permission by the County Manager.
