When any junked or abandoned boat or watercraft is removed, the town shall give written notice of the removal to the registered owner at his last known address according to the latest registration certificate or certificate of title on file with the North Carolina Wildlife Resources Commission or appropriate registration agency. Such notice shall inform the owner of the possible sale or other disposition that can be made of the boat or watercraft under this article. Notice need not be given to the registered owner of the boat or watercraft when such boat or watercraft does not display a registration sticker on the boat or watercraft identification numbers have been removed or defaced so as to be illegible.
