Pursuant to Idaho Code section 50-314, the city shall have the authority to control and limit the traffic on streets, avenues and public places; regulate and control all encroachments upon and onto all sidewalks, streets, avenues, and alleys in the city; to remove all obstructions from the sidewalks, curbs, gutters and crosswalks at the expense of the person placing them there.
