7-1-4: PERMITS AND PLANS:
   A.   Encroachment Permit Required: For any construction, excavation or other improvement within the right of way, an encroachment permit shall be required.
   B.   Application And Approval Required: Prior to beginning any excavation or construction, the applicant shall first apply and obtain approval for any discretionary permits required pursuant to title 9 of this code and then apply for and obtain approval for either a construction plan and/or a grading permit as set forth in this title.
      1.   Grading Permit: Approval for a grading permit shall be applied for through the building official. A grading permit may be obtained with approval of the director prior to final construction plan approval.
      2.   Construction Plans: Approval for construction plans shall be applied for through the director, and reviewed as needed by the city engineer. Application to the city shall be made only after the applicant has complied with all requirements set forth in this title and has received approval from other public agencies as required by the construction, including, but not limited to, the Idaho department of environmental quality and the water and sewer district. Approval of the construction plans shall be demonstrated by the city engineer's approval stamp and signature on the plans and drawings, or a similar note and signature indicating approval. Such plans shall be used and available for inspection on the construction site at all times. (Ord. 382, 10-25-2006)
