6-1-8: UNLAWFUL PARKING OF VEHICLE:
   A.   Vehicle parking on any public street, road, public way, or right-of-way within the City shall be unlawful except in areas designated for parking by signs erected by the City or as otherwise allowed by this chapter.
      1.   For the purposes of this section, "vehicle" will refer only to machines capable of self-conveyance and does not include trailers of any kind. At no time are trailers allowed to park on City streets or within the right-of-way.
      2.   In no case shall vehicles remain parked within the right- of-way for a period exceeding twenty four (24) hours, and vehicles must be removed from the right-of-way between two o'clock (2:00) A.M. and seven o'clock (7:00) A.M. during the period between October 1st and May 1st, or when there is accumulated snowfall present requiring snow removal operations by the City.
      3.   No parking is permitted on any City street unless posted for temporary event parking or otherwise permitted by signs allowing parking.
      4.   Where allowed, vehicle parking is restricted to one side of the street only.
   B.   Even where any City street, road, or right-of-way is posted to allow parking, it shall be unlawful for any person to park or leave unattended any vehicle upon any road, street or public place where such vehicle may constitute an obstruction, nuisance, hazard or danger to traffic, emergency vehicles or persons, or obstructs or hinders the vision of drivers or pedestrians, or where a potential fire hazard may occur from vehicles parked on dry grass areas.
   C.   It shall be unlawful for any person to park or leave unattended any vehicle at any place where the parking or leaving of said vehicle will reduce the paved width of the roadway for moving traffic to less than eighteen feet (18').
   D.   It shall be unlawful to park any vehicle on any private property without the consent of the owner of the property.
   E.   It shall be unlawful to park any vehicle in front of public or private driveway.
   F.   It shall be unlawful to park any vehicle within fifteen feet (15') of a fire hydrant.
   G.   It shall be unlawful to park any vehicle within twenty feet (20') of a crosswalk at an intersection.
   H.   It shall be unlawful to park any vehicle within thirty feet (30') upon the approach to any flashing signal, stop sign, yield sign or traffic-control signal located at the side of a roadway.
   I.   It shall be unlawful to park any vehicle outside of sign- designated areas at recreational use trailheads.
   J.   Temporary service providers, such as landscapers or contractors, which in the discretion of the Sun Valley Police Department, necessitate parking in the City's right-of-way for any period of time, must park in accordance with the regulations contained in this chapter. Delivery temporary parking is allowed, no longer than is necessary to effectuate delivery or pick-up of items from a dwelling in close proximity to the parked delivery vehicle.
   K.   The Chief of Public Safety, or any other person authorized by the Mayor, may cause signs, either temporary or permanent, to be posted in all areas where parking is permitted, limited or otherwise controlled, indicating such limitations or prohibitions, or permitting temporary parking. Nothing herein shall be in derogation of the Citywide ban on on-street parking contained in subsection A of this section.
   L.   The Police Department, and all members thereof, are hereby authorized to remove and tow away, or have removed and towed away by commercial towing service, any vehicle illegally parked as provided in this section where such parked vehicles create or constitute a traffic hazard, block the use of a fire hydrant, obstruct or may obstruct the movement of traffic, or are otherwise illegally parked in violation of this section.
      1.   When a vehicle is removed from either public or private property by order of the Police Department as authorized by this section, the owner of the vehicle shall be responsible for all towing costs and impound fees.
      2.   When a motor vehicle is authorized to be towed away, the Police Department shall keep and maintain a record of the vehicle towed, listing the color, year of manufacture, manufacturer's trade name, manufacturer's series name, body style, vehicle identification number, and license plate year and number displayed on the vehicle. The record shall also include the name of the towing company, date and hour of tow, location towed from, location towed to, reason for towing and the name of the officer authorizing the tow.
   M.   Any registered owner of a vehicle parked or left unattended in violation of this section, and any other person violating any of the provisions of this section shall be fined in an amount not exceeding twenty five dollars ($25.00), except fifty dollars ($50.00) in case of blocking a fire hydrant or an amount as may be established from time to time by resolution of the City Council.
   N.   All ordinances and parts of ordinances of the City, which are in conflict herewith are hereby repealed.
   O.   Any police officer may order the owner or operator of any motor vehicle or trailer to promptly move such conveyances where in the officer's discretion such vehicle or trailer is creating a traffic hazard or danger, such as prohibited in subsection B of this section.
   P.   It is hereby declared to be the legislative intent that the provisions of this section shall be severable. If any part, subsection, sentence, clause, or phrase of this section is for any reason held to be invalid for any reason by a court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this section.
