Any person violating any provision of this chapter or condition of any permit issued hereunder shall be guilty of a "misdemeanor" as defined in section 1-3-2 of this code. Each such person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of this chapter is committed, continued, or permitted.
