An application for a permit for a special event shall be filed with the city administrator not less than forty five (45) days before the date proposed for holding a special event. A fee of one hundred dollars ($100.00) shall accompany the application. For good cause, the city administrator may accept applications within the forty five (45) day period; provided, the applicant shall be required to pay, in addition to the application fee, the estimated costs, if any, of city staff time incurred for special meetings.
