5-4-3: ADMINISTRATIVE FEE:
   A.   Fee Established: Each owner of an alarm device shall pay to the city an administrative fee for any false alarm sounded by said device; provided, however, that said fee shall not be assessed for any false alarm sounded by said alarm device within thirty (30) days of its initial installation, nor for the first false alarm sounded by said alarm device in each calendar year. Said administrative fee is intended to defray the costs incurred by the city in responding to a false alarm with police department or fire department personnel and equipment. The amount of the fee shall be set, and may from time to time thereafter be amended, by resolution of the city council.
   B.   Notice To Remit Fee; Failure To Do So: If a fee is assessed as herein provided, notice of same shall be given to the owner of the offending alarm device, giving said owner thirty (30) days from the date of the notice to remit the fee to the city clerk. If payment of the fee is not received within said thirty (30) day period, the police department or the fire department of the city, or both, may suspend responding to any subsequent alarms sounded by the owner's alarm devices until said outstanding administrative fee has been paid in full.
