Any peace officer, animal control office or any other person authorized by the city may seize and impound all dogs without collars bearing current licenses as required by this chapter, or any and all dogs or other animals found running at large upon the public streets, alleys or other public places or private premises without the permission of the owner of said premises, or any and all dangerous animals.
