All premises shall be inspected at regular intervals to determine whether the provisions of this chapter, as they apply to type and location of containers, apparatus and other collection and disposal practices, are being complied with. If the owner, agent or occupant refuses to permit or prevents entry upon the premises by any such inspector, the inspector shall obtain a search warrant to make the inspection or investigation.
