A. Schedule Of Service Charges: For the service of the mandatory collecting and disposing of garbage and rubbish, the owner or occupant of each premises from which garbage and rubbish is collected by the city or independent contractors shall be charged such rates as may be established or approved from time to time by resolution of the city council. B. Scope And Adjustment Of Service Charges: All owners or occupants of premises within the city who are customers of the franchise holder shall be subject to service charges prescribed by the city council, and an adjustment for such charges shall be made at the discretion of the city council.
