The city council shall be authorized to provide for the mandatory collection of garbage and rubbish as a city function or by contract or franchise to one or more independent collectors. No person shall engage in the collection of garbage or rubbish for monetary gain unless authorized and licensed by the city council. (1990 Code; amd. Ord. 222, 4-30-1990)
