This chapter is declared to be provisions to promote the general health, welfare and safety of the people in the city; and is enacted for the promotion and the protection of the public health and safety; and to prevent nuisances 1 , the spread of disease and fire hazards. It is the purpose of this chapter to aid the people in keeping the city safe, sanitary and free from annoyances and nuisances. (1990 Code)
