4-1-3: NOTICE OF VIOLATION:
Upon detection of a nuisance existing in violation of the provisions of this chapter, the city shall cause notice of said violation to be served upon the violating person, which notice shall identify the nuisance, recommend means for abating the nuisance and demand abatement within twenty (20) days from the date notice is served. If the person upon whom the notice is to be served can be located within the city, said service shall be personal; otherwise, service shall be accomplished by mailing a copy of the notice to the person to be served at his last known mailing address, or by publishing the same at least once in the official newspaper. If notice is served by mail, it shall be deemed served upon depositing the same, postage prepaid, in the United States mail, and if served by publication, it shall be deemed served upon its last scheduled publication.
